Commissioned by the Task Force on Community Investments, it includes the results of extensive interviews with funders, representatives of the federal and provincial governments, and the private sector.

This report was submitted to the Independent Blue Ribbon Panel advising the federal Treasury Board on guidelines for grants and contributions.
