Left Poor by the Market: A look at family poverty and earnings

For a growing number of Canadians, the marketplace no longer provides an
adequate standard of living, as their income from earnings, investments,
private pensions, and other private sources fail to raise them above the
poverty line. These "market poor" families are compelled to rely more
heavily on government transfers, or to make do with less. This report -
Paper No. 3 in the Social Research Series - documents the growing number
of market poor households, examines the characteristics of these
households, and assesses the impact of government transfers in raising
them above the poverty line.
