Speaking Notes for David P. Ross,
Executive Director at the Canadian Council on Social Development,
at a news conference to launch The Progress of Canada's Children 1997,
10 a.m., Tuesday, December 9, 1997,
Room 130 S, Centre Block, House of Commons, Ottawa

Good morning. Thank you for coming.

Bonjour et bienvenue.

My name is David Ross and I'm the executive director of the Canadian Council on Social Development.

Today we're releasing our second annual edition of The Progress of Canada's Children. We hope the First Ministers will use this report as guidance when they meet in a few days.

Let me summarize the major finding: stresses on Canadian children are up, but our public response is inadequate. This should be cause for concern at the First Ministers' table.

We are living in an era unlike any other. Family economic insecurity is growing, family life is changing, and public spending has been strictly reigned in.

This project takes the pulse, at regular intervals, of our children's and families' well-being and our public commitment to them. Our goal is to ensure that these public commitments provide kids with the opportunities they need to grow and prosper.

At the First Ministers meeting the issue of child well-being will be at the top of the agenda. We at the Council welcome this acknowledgement by our country's leaders that children are a vital concern.

I am going to turn now to Katherine Scott, the project director for the report. Katherine will highlight some of the report's key findings for you. Following her I will ask Dominique Godbout, a board member of the CCSD, to provide a few words about the report in French.

Je vais ensuite demander à Dominique Godbout, qui est membre du Conseil d'administration du Conseil canadien de développement social, de dire quelques mots sur le rapport.

Quand Dominique et Katherine auront fini de parler, nous serons prêts pour vos questions.

Once Dominique and Katherine have finished speaking, we will be pleased to take your questions.
