Reading this table
Example: In 1986, a single employable person on welfare in Newfoundland would have received $4,429 in welfare benefits for the year. In 1994, they would have received $4,326. This represents a decrease of 2.3% since 1986, and a decrease of 0.2% from the $4,335 they would have received in 1993.
