Abstract

The markers of good governance and performance measurement for nonprofits in the era of accords, compacts and EKAKs

During my presentation I would like to focus on the changed role and challenging importance of nonprofits; their interaction with government and businesses; their own accountability, ethical performance and necessary skills as leaders in providing quality of life, working with each other and makers of public policy. Mostly, I will use Estonian organizations as cases especially in the context of Estonia’s parliament, Riigikogu, unanimously adopting the national strategy Estonian Civil Society Development Concept (a.k.a. EKAK), on 12 December 2002. The concept provides the framework for relations between the country's NGOs and public authorities and states common principles of cooperation. This is reportedly the first such cooperation document approved by a parliament, as similar agreements efficient in other countries have been adopted by governments.

According to the Estonian concept, a joint governmental-NGO commission will be established to determine concrete steps in developing the Estonian civil society.

Estonian organizations have also adopted the Code of Ethics.


Bio

Kristina Mänd is the Executive Director of Network of Estonian Nonprofit Organizations (NENO). She also works as a lecturer of strategic marketing for nonprofits in various Estonian universities. Prior to NENO, Kristina Mänd worked as a Program Director in the Estonian AIDS Prevention Center, Desk Officer in the Estonian Ministry of Finance, Office Manager in the Stockholm Environment Institute – Tallinn and as a Liaison Officer in the Riigikogu, Estonian Parliament. She has also been employed by the New York based AIDS organization LIFEbeat, music industry fights AIDS and coordinated the work of AIDS service organizations across North America on various music tours.

Kristina Mänd holds a Bachelor of Arts degree in the English language and literature from Tartu University and a Master of Science degree in the management of public service and nonprofit organizations from the New York University.

Kristina Mänd has written a book “OPPORTUNITY SEEKING AND MARKETING” - innovating your organization in the Estonian language for students and NGO practitioners, a handbook “HOW TO TALK TO YOUR CHILDREN OF AIDS, SEX AND DRUGS” for parents and a teaching material for the health teachers on HIV/AIDS AND SEXUAL BEHAVIOR. In addition, she has published articles on nonprofit issues, equality and HIV/AIDS.
